As a mutual insurer, Liberty Mutual is technically owned by the people who buy its policies, and those policyholders get a vote on certain governance decisions. In April 2020, more than two dozen of them submitted questions ahead of the annual members meeting, asking how the company planned to handle its fossil fuel underwriting and investments. The meeting lasted six minutes, and company leaders addressed none of the questions.[1] Liberty Mutual is one of the largest property and casualty insurers in the world, a Boston company founded in 1912 that sells auto, home, and commercial coverage under the Liberty Mutual and Safeco brands.[2]

Its corporate political action committee has operated since 1983 and contributes to candidates in both parties, and the company reported about $3.12 million in federal lobbying in 2024, much of it focused on insurance regulation and tax rules.[6][8][9] The most pointed political pressure on the company has come from climate activists and Democratic officials: a 2019 coal underwriting policy that climate groups call riddled with loopholes, a 2020 letter signed by 38 Massachusetts state legislators, and a 2023 letter from the chairman of the Senate Budget Committee pressing the chief executive on fossil fuel coverage.[1][4][13] Liberty Mutual describes all of it as part of a long term decarbonization strategy.[1] Away from those fights, the company has also taken progressive positions as an employer and grantmaker, earning a perfect score on the Human Rights Campaign's Corporate Equality Index for eight consecutive evaluations and granting $1 million to the Equal Justice Initiative in 2020.[15][17]

Where the Money Goes

Liberty Mutual's federal giving runs through the Liberty Mutual Insurance Company PAC, a corporate PAC registered with the Federal Election Commission in November 1983 (committee C00171843).[8] The PAC raised $984,867 in the 2023-2024 election cycle, in line with the $933,323 it raised in 2021-2022.[7] Federal rules bar the company from funding candidate contributions out of its corporate treasury, so the PAC is financed by voluntary contributions from eligible employees; in the 2023-2024 cycle the PAC recorded 1,416 itemized employee contributions of $200 or more, a tally of individual transactions rather than of unique donors, since payroll-deduction gifts are itemized each pay period.[7]

Counting the corporate PAC together with donations from individual employees and their families, OpenSecrets put aggregated organizational giving at $1,618,048 for the 2024 cycle.[6] The organization reported no outside spending or independent expenditures in that cycle, meaning it did not bankroll super PAC style advertising for or against candidates.[6] The PAC divides its candidate and committee contributions between both major parties.[6][7]

The Lobbying Footprint

Lobbying, not campaign checks, is where Liberty Mutual spends the most in Washington. The company reported about $3.12 million in federal lobbying for 2024.[6] Its own disclosure filings under the Lobbying Disclosure Act list the issues plainly: financial services and insurance regulation, oversight of the Financial Stability Board and the Federal Insurance Office, corporate governance tied to environmental and sustainability rules, and a long run of tax questions including the Tax Cuts and Jobs Act, the OECD's Pillar One and Pillar Two international tax framework, the corporate book minimum tax, and wildfire mitigation tax credits.[9]

The pace has continued into 2026. Trade-press reporting put Liberty Mutual's federal lobbying at about $900,000 in the first quarter of 2026, covering only January through March.[14] Among the bills it has flagged as an interest is the REPAIR Act, a measure about access to vehicle repair and data that matters to any large auto insurer.[14]

Corporate Culture and Social Issues

Away from Washington, Liberty Mutual has taken a series of visible, self-publicized positions on workplace and social issues that lean progressive. The company has earned a perfect score of 100 on the Human Rights Campaign Foundation's Corporate Equality Index, the leading benchmark of corporate LGBTQ+ workplace policies, for eight consecutive evaluations, most recently a score of 100 on its 2026 index, and it continues to feature that result on its own awards page.[15][16] Liberty Mutual says its benefits cover gender-affirming care, along with adoption and surrogacy support that does not require a medical diagnosis of infertility and parental leave that is inclusive of all families, and that its Pride@Liberty employee resource group has more than 5,000 members. The company reports seven employee resource groups that together involve more than 13,000 employees, and a companywide commitment to diversity, equity, and inclusion.[15]

Liberty Mutual has also put corporate money behind racial-justice causes. In June 2020, amid nationwide protests over racial injustice, the company granted $1 million to the Equal Justice Initiative to fund a fellowship and said it would double employee donations to the NAACP Legal Defense and Educational Fund, Race Forward, the National Urban League, the Lawyers' Committee for Civil Rights Under Law, the Black Lives Matter Foundation, and the Equal Justice Initiative.[17] These are the company's own stated actions and commitments, reported here as documented fact. Unlike the climate pressure described below, which came from outside the company, these steps were initiated and publicized by Liberty Mutual itself.

The Fossil Fuel Fight

The clearest fault line in Liberty Mutual's public record is climate. In December 2019, after years of pressure from activist campaigns, the company adopted a coal policy: it said it would no longer underwrite or invest in companies that draw more than 25 percent of their revenue from thermal coal mining or more than 25 percent of their power generation from thermal coal, and it pledged to phase out existing coverage and investments above that threshold by 2023.[4][5] At the time, Liberty Mutual was among the world's largest coal insurers and, by one 2019-2020 analysis, was estimated to hold about $8.9 billion invested in fossil fuel companies and utilities at the time.[1]

Climate groups treated the coal policy as a first step riddled with exceptions, noting that the 25 percent threshold left room to insure many coal and oil and gas projects and that the policy said nothing about tar sands or new oil and gas development. In 2020, 38 Massachusetts state legislators signed a letter asking the company to stop covering and financing fossil fuel projects.[1] In June 2023, the chairman of the Senate Budget Committee sent Chief Executive Timothy Sweeney a letter demanding information about the company's fossil fuel underwriting and investments.[13] Liberty Mutual has responded that it is pursuing a long term decarbonization strategy, points to its appointment of a chief sustainability officer and hundreds of millions of dollars of renewable energy investment, and says it will keep building on that progress.[1]

How the Company Is Built

Liberty Mutual began in 1912 as the Massachusetts Employees Insurance Association, a workers compensation insurer, and grew into a global property and casualty company that Liberty Mutual describes as the fifth largest in the world based on 2022 gross written premium and a member of the Fortune 100.[15] In 2002 it reorganized into a mutual holding company structure, which lets it raise capital while remaining a mutual, meaning it has no public shareholders and is instead owned by its policyholders, who are called members.[2] Because it is a mutual rather than a publicly traded corporation, Liberty Mutual files no annual report with the Securities and Exchange Commission; a Massachusetts statute, however, requires it to disclose the compensation of its top executives and directors to its members each year.[12]

Liberty Mutual is the parent of Safeco, the personal insurance brand it acquired in 2008, so the record described here belongs to the shared parent, Liberty Mutual Holding Company Inc.[2] Timothy Sweeney became chief executive in January 2023 and added the chairman title in 2025, after his predecessor David Long stepped down from the board.[3]

Products and Services

Liberty Mutual sells personal auto and homeowners insurance along with commercial property and casualty lines, specialty coverage, surety, and workers compensation, through both its direct channel and a network of independent agents.[2] To most consumers it is best known for its long running television advertising, including the LiMu Emu and Doug campaign and the "only pay for what you need" tagline.

Recent Developments

Since 2023 Liberty Mutual has been working through what it calls a multi year transformation, and that has meant repeated rounds of layoffs. In October 2023 it cut about 850 positions, roughly 2 percent of its United States workforce, after earlier reductions that year, with executives citing efficiency goals and heavy catastrophe losses from wind and hail in states such as Oklahoma, Texas, and Colorado.[11] The restructuring has continued in the years since. On the political side, the company's federal lobbying spending rose again at the start of 2026.[10][14]
