InterContinental Hotels Group PLC is a British company, and that single fact shapes almost everything about how Holiday Inn shows up in American politics: what its political action committee is legally permitted to do, who funds it, and how little of the hotel you actually stay in the company controls.

Total contributions associated with the company across that cycle were $90,754, and its federal lobbying rose from $320,000 in 2024 to $990,000 in 2025, with no outside spending recorded. On values, the company has been publicly forward rather than quiet: it issued its own press release in 2024 celebrating recognition from the Human Rights Campaign Foundation and detailing benefits covering same-sex and opposite-sex spouses and domestic partners, surrogacy and adoption reimbursement. And in its 2025 annual report it states plainly that it does not employ the people who work in its franchised hotels.

A British Parent and an American PAC

IHG trades on the London Stock Exchange and on the New York Stock Exchange, and files an annual report on Form 20-F with the Securities and Exchange Commission as a foreign private issuer.[1] Under United States law, foreign nationals and foreign corporations are barred from contributing to American elections. A foreign-owned company may operate a separate segregated fund, funded by contributions from United States citizens and permanent residents, provided foreign nationals play no part in its decisions.

InterContinental Hotels Group's committee, registered with the Federal Election Commission as C00836692, raised $88,698 in the 2023-2024 election cycle and contributed $22,000 to federal candidates.[2][3] Total contributions associated with the organization across the 2024 cycle, which under the OpenSecrets two-year binning runs from January 1, 2023 through December 2024, were $90,754. That figure combines PAC money with individual giving of $200 or more from employees, executives and their immediate family members. OpenSecrets recorded no outside spending by the company in the cycle.[4]

The company describes its own political activity narrowly, and its filing lines up with those numbers. IHG's 2025 Form 20-F states that the company made no political donations under the United Kingdom Companies Act during the year and intends to keep that policy. The one exception it names is the American committee: a United States subsidiary provides administrative support to the employee-funded PAC, which IHG says it does not control and whose contribution decisions rest with the PAC's own board. The company reported that the US PAC spent $52,250 on political contributions in 2025.[1]

Lobbying is a separate accounting, reported by calendar year under the Lobbying Disclosure Act. IHG's United States registrant, Six Continents Hotels, began filing its own in-house lobbying reports in the second half of 2024 and disclosed $320,000 for that year.[5][15] Across 2025 those reports total $990,000, roughly triple the prior year.[15]

The filings also name what the money is aimed at. Over 2024 and 2025 IHG's registrant reported lobbying on the H-2B seasonal worker visa program and delays in B1 and B2 travel visas, the FTC's franchise rule and the joint employer standard for hotel franchises, including support for the American Franchise Act, hotel and booking fee legislation such as the Hotel Fees Transparency Act, tax measures ranging from extension of the 2017 Tax Cuts and Jobs Act to provisions of the 2025 budget law and a proposed Section 899 tax on inbound foreign investment, international tariffs, clean energy and energy efficiency investment, anti-trafficking training in the lodging industry, and Department of Defense privatized on-base lodging.[15]

One distinction is worth flagging for anyone checking these numbers. The IHG Owners Association, the franchisee body descended from the International Association of Holiday Inns, maintains its own separate FEC committee, C00084822. It raised $0 in the 2023-2024 cycle.[6] That committee belongs to the hotel owners, not to IHG, and the two should not be combined.

What the Company Puts Its Name On

IHG has not been reticent about its workforce positions, and the clearest evidence is what it published itself.

In 2024 the company issued a press release celebrating recognition from the Human Rights Campaign Foundation as a best place to work for LGBTQ+ equality. The release went well beyond accepting an award. It listed specific benefits: medical plans available to same-sex and opposite-sex spouses and domestic partners, fertility assistance coverage, surrogacy assistance reimbursement, and adoption support reimbursement. It stated that IHG's diversity, equity and inclusion strategy is guided by its Journey to Tomorrow 2030 responsible business plan, and that its aspirations include driving gender balance and representation in leadership. A senior human resources executive for the Americas framed the culture as providing "room to belong."[7]

That is a company speaking in its own voice about its own benefits and its own strategy, published on its corporate site. It is evidence of a position regardless of what any outside organization says about it.

The 2025 annual report keeps the emphasis on human rights and career pathways rather than repeating the DEI framing. It describes new Journey to Supervisor and Journey to Manager programmes for managed and franchised hotels, commitments to advance human rights in line with internationally recognised standards, continued work on Responsible Labour Requirements, and 10.2 million lives improved since 2021 through charity partnerships.[1][8]

The Franchise Model

Any assessment of Holiday Inn runs into a structural fact the company states outright in its own filing: "We do not employ colleagues in franchise hotels," nor does it control their day to day operations, policies or procedures.[1]

The overwhelming majority of Holiday Inn properties are franchised. The people who check guests in, clean rooms and set local employment practices generally work for independent owners, not for IHG. The corporate parent sets brand standards, runs the reservation system and loyalty programme, and collects fees.

This matters in both directions. Corporate commitments on benefits and workplace policy reach IHG's own employees and managed hotels far more directly than they reach the franchised estate. Conversely, conduct at an individual Holiday Inn is frequently the franchisee's, not the parent's. Readers evaluating the brand should know that the sign on the building and the employer inside it are usually two different companies.

Human Trafficking

Hotels sit at the center of trafficking prevention policy, and IHG has built a documented program around it.

In its 2025 reporting the company said it launched new survivor-informed training, developed with the anti-trafficking organization PACT and industry peers, covering colleagues in owned, leased, managed and franchised hotels on identifying and reporting suspected trafficking. It also described strengthening a confidential reporting channel against the effectiveness criteria in the United Nations Guiding Principles on Business and Human Rights.[8]

The company has also been named in scrutiny of the sector. In October 2023, IHG was among companies responding to the International Consortium of Investigative Journalists' Trafficking Inc. investigation. A spokesperson said that "Respecting human rights is an integral part of our global commitment" to responsible business, and that the company investigates reports concerning labour and human rights in its hotels and supply chains.[9]

That investigation is conduct and litigation-adjacent context rather than political positioning, and belongs in the record on those terms.

What Holiday Inn Is and What IHG Sells

Holiday Inn opened in Memphis, Tennessee in 1952 and became the template for the American roadside hotel. It is now one of 20 brands under IHG, alongside Holiday Inn Express, InterContinental, Crowne Plaza, Kimpton, Candlewood Suites, Staybridge Suites, Hotel Indigo, Six Senses, Regent, voco, Garner, Ruby and others. Holiday Inn Express alone has more than 3,300 hotels open and operates in only about half the countries where InterContinental has a presence.[10]

IHG ended 2025 with more than 6,900 hotels and over one million rooms in more than 100 countries.[11] Its United States estate stood at 4,035 hotels at the midpoint of 2025.[12] The company acquired the European lifestyle brand Ruby in February 2025 for approximately $116 million.[12]

Recent News

IHG reported full year 2025 results on February 17, 2026. Operating profit from reportable segments rose 13 percent and adjusted earnings per share rose 16 percent. Revenue per available room grew 1.5 percent globally on rate and occupancy gains. The company opened a record 443 hotels and added 694 to its pipeline, with its highest ever openings and signings in Greater China, and returned more than $1.1 billion to shareholders through dividends and buybacks.[11][13]

Regional performance diverged. Through the first three quarters of 2025, RevPAR was up 3.8 percent across Europe, the Middle East, Asia and Africa, up 0.8 percent in the Americas, and down 2.6 percent in Greater China, with United States trading described as soft.[14]

Individual hotels are predominantly owned and operated by independent franchisees.[1]
